The Pan-Pacific Art of urban planning: Low-Density Cities

When Captain James Cook sailed into Tongatapu in 1777, he encountered an island "wholy laid out in plantations". Far from finding isolated villages, Cook described an intensively developed landscape connected by a web of dirt roads linking dispersed communities across the island. What Cook witnessed was a thriving example of low-density urbanization.

Low-Density urbanization is a pattern of settlement that archaeological evidence now shows flourished not only in the Pacific but also in places like the Maya and Aztec territories of ancient Mesoamerica.

These settlements defied conventional definitions of cities as densely packed population centers. Instead, their inhabitants spread across wider areas, integrating agricultural spaces between residences. In Tonga, earth mounds called Sia served as house foundations, spaced regularly using the traditional measurement Ofa ʻe Teau (about 80 fathoms). The Aztecs similarly dispersed their Calpōlli (neighborhood) units across the landscape while maintaining social cohesion.

The advantages of this approach become clear when examining the Maya term Kúuchteʻel and the Tongan Malaʻe: Open community spaces that served as centers for gatherings and ceremonies. These spaces allowed for social interaction while avoiding the stresses of overcrowding. Archaeological evidence shows this pattern emerged early. In Tongatapu, a large ceremonial mound near Fuaʻamotu dates to around 400 CE, while Maya cities show similar community-focused layouts from their earliest phases.

This decentralized design proved remarkably sustainable. Maya cities thrived for over 1,000 years in challenging tropical environments. Tongatapu's settlement system supported large populations for nearly two millennia. The secret lay in how these societies managed social interactions and agricultural crops.

The Fanongonongo Tokotó of Tonga refers to news spreading to the nearest neighbor while "lying down", and hints at how interconnected these seemingly dispersed communities were. Like the Maya Batabil (city-state) system, Tongan settlements maintained strong social and political ties despite their physical spacing. Transport networks were key: Sunken roads crossed Tongatapu just as Maya Sakbejoʻob (raised causeways) linked their urban centers.

Recent Lidar mapping reveals the true scale of these ancient settlement systems. On Tongatapu, over 10,000 Sia dot the landscape. They are connected by approximately 70 miles of roadways. Maya cities like Tikʻal sprawled across 30,000 acres while maintaining remarkably low population densities of 4-8 people per acre, very similar to Tongatapu's estimated 3-6 people per acre.

What made these low-density cities work was their ability to balance social cohesion with agricultural production. The Maya practiced intensive cultivation between residences, while Tongans maintained productive gardens throughout their settlements. The Aztec Chināmitl (neighborhood) system similarly integrated farming spaces with housing areas.

This pattern challenges assumptions about how cities develop and function. Rather than seeing dispersed settlement as inefficient, evidence suggests it offered distinct advantages for tropical societies. The ability to produce food locally while maintaining social networks through carefully planned community spaces and pathway links allowed for sustainable urban growth without the downsides of dense overcrowding.

The legacy of these systems remains visible today. In Tonga, many traditional spatial patterns remain in modern settlements. Throughout the Pacific and Mesoamerica, archaeological evidence shows how societies developed well-conceived solutions to urban living that didn't require packing people into dense cores.

As modern cities grapple with sustainability and food security, including water management, these ancient examples could be here to remind us of alternative approaches to urban development. The success of low-density cities in supporting large populations while maintaining agricultural production suggests there's more than one path to sustainable urbanism.
