Aviation Buys Its Way Off the Hormuz Tightrope

Asia-Pacific SAF policy is consolidating. Hormuz, IATA targets and blending obligations now redraw the aviation fuel map across Australia, NZ and the Pacific.

The Da Nang summit of the Asia SAF Association in early May 2026 closed with two institutional MOUs and a working assumption that the regional question has settled on where SAF scales and under whose technical leadership. Brent crude was trading between $116 and $122 per barrel in mid-May, war-risk insurance had multiplied roughly eight-fold against pre-crisis benchmarks, and the Singapore jet fuel crack spread had widened to about $42 per barrel against the backdrop of Strait of Hormuz transits running between 2% and 10% of the pre-crisis baseline. What had read as a slow-onset decarbonization debate reset, in the space of two months, into an acute conversation about sovereign fuel resilience.

Under that pressure, the SAF chemistry stack used in the Asia-Pacific region has matured along a small number of lanes. ASTM D7566 approves eight certified synthesis routes, with hydroprocessed esters and fatty acids running at Technology Readiness Level 9 and supplying over 85% of global SAF volumes, per IATA's 2024 Global Feedstock Assessment. Alcohol-to-jet routes anchored by LanzaJet hold a TRL of 7 to 8, while Fischer-Tropsch biomass conversion holds 6 to 8 per EASA assessments. The longer-horizon power-to-liquid pathway, bottlenecked by the reverse water-gas reaction step, registered at roughly TRL 6 by the IEA Bioenergy programme. Almost every credible regional project is anchored on HEFA, on alcohol-to-jet, or in smaller numbers on gasification-Fischer-Tropsch or methanol-to-jet routes.

Australia has emerged as the most active pre-commercial pipeline in the region. Jet Zero Australia's Project Ulysses, in Townsville, Queensland, targets 102 million litres of SAF annually via an alcohol-to-jet plant fed by sugarcane bioethanol and agricultural residues, with Final Investment Decision expected within 12 to 18 months of the Technip Energies FEED contract awarded in April 2025. Idemitsu Kosan's 2025 entry into the Townsville project marked the Japanese oil major's first SAF investment outside Japan, anchored to Japan's 10% blending target by 2030. HAMR Energy, with sites in Victoria and South Australia, has paired with Honeywell UOP eFining technology for a A$700 to 800 million methanol-to-jet facility, having closed a Series A in February 2026 backed by Airbus, Qantas and thyssenkrupp Uhde.

Wagner Sustainable Fuels, near Toowoomba, opened the first co-located airport SAF blending terminal in October 2025. The federal A$1.1 billion Cleaner Fuels Program announced in September 2025 anchors the supply-side foundation, and Minister Chris Bowen has pointed to roughly 2 billion litres of project pipeline (around 25% of national jet fuel demand contingent on Final Investment Decision approvals). On the private side, the Qantas-Airbus Australian Sustainable Aviation Fuel investment fund (US$200 million committed since 2022) has co-invested in both HAMR and Jet Zero Australia, while the Boeing-CSIRO State of Play 2024 study calculated that domestic feedstocks could cover 60% of national jet fuel demand by 2025 and 90% by 2050.

That kind of pre-commercial activity travels with documentation, and the documentation moves through Pacific languages whenever projects, regulators, and feedstock supply chains touch the region. In one engagement for a civil aviation authority in French Polynesia, Huri Translations rendered an airport crisis management manual and the Pora Pora schedule of aeronautical fees into precise Tahitian and French working registers, shortening internal certification cycles by an estimated 25%.

Aotearoa has taken a different course. The Air New Zealand, Scion, LanzaTech, LanzaJet and Z Energy CirculAir feasibility study concluded in 2024 that locally produced SAF from woody waste could cover roughly 25% of national domestic aviation demand, deliver NZ$430 million in annual economic value, and create hundreds of regional jobs. Air New Zealand's Chief Sustainability and Corporate Affairs Officer Kiri Hannifin has flagged the finding as relevant for a country that imports 100% of its jet fuel. The carrier now plans for SAF to cover roughly 20% of its fuel volumes by 2030, even after the Sustainable Biofuels Obligation Bill was discontinued in February 2023 under the Hipkins government. Resources Minister Shane Jones committed NZ$21.6 million in April 2026 to additional diesel storage at the converted Marsden Point terminal, equivalent to about eight days of supplementary cover and well short of the IEA's 90-day reference holding.

Pacific Islands face the most acute exposure along the corridor. Lowy Institute analysis places fuel imports at 16% to 24% of total imports for Fiji, Sāmoa, Tonga, Vanuatu, Palau, the Solomon Islands and Kiribati, while tourism (almost entirely air-dependent) contributes 26% of GDP in Fiji, 25% in Sāmoa, 11% in Tonga, 23% in Vanuatu and 38% in Palau. The 2026 Hormuz disruption produced four cancelled Air New Zealand flights to Apia between March and April, passenger and baggage-offload alerts on Fiji Airways' Funafuti and Nadi-Vavau routes, and a 90-day economic emergency in the Marshall Islands. Fiji Airways' joint feasibility work with Fiji Sugar Corporation and Lee Enterprises Consulting on alcohol-to-jet SAF from cane bagasse, administered through the Asian Development Bank, remains the only meaningful production proposal currently on paper for the islands themselves.

Adjacent sustainable transport technologies are emerging in parallel with SAF. For a Pacific sustainable maritime venture, Huri Translations rendered the full technical manual of a solar-electric catamaran (propulsion, photovoltaic arrays, EU recreational craft compliance) into the working registers of Marshallese, Kiribati and Tuvaluan crews, smoothing safe handover across atoll-to-atoll tourism and freight routes.

Across the technology axis, the dominant SAF stack in Asia-Pacific carries US-originated chemistry. LanzaJet (Deerfield, Illinois) is the alcohol-to-jet licensor for Project Ulysses, the CirculAir feasibility, and Wagner's Brisbane refinery. Honeywell UOP (Des Plaines, Illinois) supplies the eFining methanol-to-jet route to HAMR Energy. XCF Global's HEFA design has been licensed for fifteen years to New Rise Australia. The pragmatic Australian and New Zealand response (license US chemistry, build domestic production, source physical fuel imports across Asian, Pacific and US channels) was the dominant strategy of regional players through 2025 and into 2026.

The cost spread between SAF and fossil jet (running 2x to 5x according to regulatory pressure) will not close through volume effects alone. IATA's December 2025 release projects SAF at 2.4 million tonnes in 2026, which would cover only 0.8% of total jet fuel consumption and add approximately $4.5 billion to airline fuel bills per S&P Global. Boston Consulting Group's 2022 survey of 19,000 consumers across eight countries documented the chasm between stated and actual preferences, with up to 80% of consumers claiming concern over sustainability against just 1% to 7% having paid a premium for sustainable purchases. Singapore's response is administratively elegant. A centrally collected SAF Levy calibrated to four geographical bands and two cabin classes (set by the Civil Aviation Authority of Singapore at roughly S$3 to Bangkok, S$6 to Tokyo and S$16 to London in economy) has been deferred to 1 October 2026 for ticket sales and 1 January 2027 for flight departures.

The trans-Tasman policy gap is now wider than at any point in the past decade, while Pacific Island governments push for a regional fuel security cooperation under the Pacific Islands Forum. Each of those threads (feedstock procurement across Queensland and Fiji, certification translation against ASTM D7566 norms, CORSIA reporting from carriers headquartered in Suva, Auckland, Brisbane and Singapore, plus the Cleaner Fuels Program tendering arc through late 2026) generates a steady run of documentation flowing through Pacific languages. Carbon equations in this region resolve through chemistry, but commercial outcomes resolve through register, idiom and cultural standing. The Oceania SAF market will reward corporations that build their procurement, compliance and stakeholder engagement on linguistic foundations as carefully prepared as the catalyst beds in a HEFA reactor.
